The Americans with Disabilities Act sets physical requirements that let wheelchair users reach, enter, and use buildings on the same terms as anyone else. The ADA wheelchair requirements cover parking, exterior routes, doors, ramps, floors, turning space, counters, restrooms, and the height and force of everyday controls like light switches and door handles. They apply to state and local government facilities and to nearly every private business open to the public, from a corner shop to a hospital.
Federal regulations define a wheelchair as a manually operated or power-driven device designed primarily for use by a person with a mobility disability, for indoor or indoor-and-outdoor travel.1Legal Information Institute. 28 CFR 35.104 – Definitions Standard manual chairs, power chairs, and disability-designed scooters all qualify. And the underlying access rule is simple: if pedestrians can walk somewhere, wheelchair users can roll there. A business cannot ban wheelchairs from parts of its store, restrict them to certain aisles, or ask a user to transfer out of the chair.
Accessible Parking
Accessible spaces must sit on the shortest accessible route to the entrance. How many a lot needs scales with its size: 1 accessible space for a lot of 1 to 25 total spaces, 2 for 26 to 50, and so on up to 20 plus one additional space for every 100 above 1,000 total.2U.S. Access Board. Chapter 5: Parking Spaces At least one of every six accessible spaces, or fraction of six, has to be van-accessible.
A standard accessible space is at least 96 inches (8 feet) wide with a 60-inch (5-foot) access aisle. A van-accessible space can either be 132 inches (11 feet) wide with a 60-inch aisle, or a standard 96-inch space paired with a wider 96-inch aisle.3ADA.gov. Accessible Parking Spaces Van-accessible spaces also need at least 98 inches of vertical clearance along the space, the aisle, and the full vehicle route in and out. In parking garages, low pipes or ceilings that block a roof-mounted lift are a common failure.
Getting to the Door: Accessible Routes
An accessible route is the continuous, unobstructed path from arrival — parking lot, transit stop, or public sidewalk — to every service and room inside. The walking surface has to maintain a clear width of at least 36 inches.4U.S. Access Board. Chapter 4: Accessible Routes A short pinch point can narrow to 32 inches for up to 24 inches of length (think of a structural column), but full 36-inch segments at least 48 inches long have to separate any narrow spots.
Floor and ground surfaces along that route must be stable, firm, and slip-resistant.5Access Board. Americans with Disabilities Act – Chapter 3: Building Blocks Loose gravel or thick sand can stall a wheelchair or tip it. Where carpet is used, pile height cannot exceed half an inch measured to the backing or pad. Small changes in level are regulated too: up to a quarter inch needs no treatment, between a quarter and a half inch must be beveled at a slope no steeper than 1:2, and anything greater than half an inch requires a ramp.
Doorways
A doorway on the accessible route must give at least a 32-inch clear opening, measured between the face of the door and the stop with the door open to 90 degrees.6U.S. Access Board. Guide to the ADA Accessibility Standards: Entrances, Doors, and Gates Nothing may project into that width below 34 inches, the zone where armrests and wheels travel. Thresholds in new construction cap at half an inch, and any threshold taller than a quarter inch has to have a beveled edge at 1:2 or less.
Space to maneuver on both the push and pull sides matters as much as the opening itself. A wheelchair user needs room to position, reach the handle, and swing the door without backing into a wall. Required clearance varies with approach direction and swing. Doors on accessible routes also cannot require excessive force to open.
Ramps
Any level change greater than half an inch along an accessible route must be handled by a ramp or elevator. The maximum running slope for a ramp is 1:12: one inch of rise for every 12 inches of run.7U.S. Access Board. Guide to the ADA Accessibility Standards: Ramps and Curb Ramps A single run cannot rise more than 30 inches before a level landing. There is no limit on how many runs a ramp can have; larger elevation changes simply mean more landings.
Landings at direction changes must be at least 60 inches by 60 inches. Handrails are required on both sides, mounted 34 to 38 inches above the ramp surface. Cross slope (side-to-side tilt) cannot exceed 1:48, steep enough to drain water without pulling a wheelchair sideways.
Turning and Maneuvering Inside
Buildings have to give a wheelchair enough room to turn completely around. The ADA allows two shapes: a circular turning space at least 60 inches in diameter, or a T-shaped turning space fitting inside a 60-inch square, with each arm and the stem at least 36 inches wide.8U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 3: Clear Floor or Ground Space and Turning Space Beyond turning, each wheelchair position needs a clear floor area of at least 30 inches by 48 inches, whether the approach is head-on or from the side.
Service Counters
Counters built for standing customers can put a wheelchair user completely below the transaction surface. For a parallel approach, at least a 36-inch-long section of the counter has to be no higher than 36 inches.9U.S. Access Board. Chapter 9: Built-In Elements For a forward approach, where the user pulls their knees under the counter, the accessible section must be at least 30 inches long, no higher than 36 inches, and include knee and toe clearance underneath. If the whole counter is shorter than 36 inches, the entire surface has to meet the height limit.
Restrooms
Restroom access is the point where failures hit hardest. A wheelchair user who cannot enter and use the restroom effectively cannot use the building. An accessible toilet compartment must be at least 60 inches wide. Depth depends on toilet mounting: 56 inches minimum for wall-mounted fixtures, 59 inches for floor-mounted.10U.S. Access Board. Chapter 6: Toilet Rooms If partitions do not provide at least 9 inches of toe clearance underneath, the stall has to be 66 inches wide to make up for the lost room.
The toilet centerline sits 16 to 18 inches from the side wall. Grab bars are required on the side and rear walls. The side grab bar has to be at least 42 inches long, starting no more than 12 inches from the rear wall and extending at least 54 inches from it. The rear grab bar has to be at least 36 inches long. Both mount 33 to 36 inches above the floor.
Controls, Switches, and Reach
Light switches, thermostats, elevator buttons, fire alarms, door handles, and similar controls must be reachable from a seated position. For an unobstructed forward or side reach, controls sit between 15 and 48 inches above the floor.11U.S. Access Board. Operable Parts When a user has to reach over an obstruction deeper than 20 inches, the maximum height drops to 44 inches. For a side reach over an obstruction deeper than 10 inches, it drops to 46 inches.
Operable parts must work with one hand and cannot require tight grasping, pinching, or twisting of the wrist. Operating force cannot exceed 5 pounds. Round doorknobs fail this test; lever handles pass. This is one of the most commonly missed requirements in older buildings.
Protruding objects are a related hazard. Wall-mounted items with leading edges between 27 and 80 inches above the floor cannot project more than 4 inches from the wall.12U.S. Access Board. Guide to the ADA Accessibility Standards: Protruding Objects Fire extinguisher cabinets, display cases, and wall-mounted planters routinely violate this.
Segways, Scooters, and Other Power-Driven Mobility Devices
Not every mobility device counts as a wheelchair. Segways, golf carts, and similar devices not designed specifically for people with disabilities fall into a separate category called other power-driven mobility devices, or OPDMDs. Facilities have to allow their use, but unlike wheelchairs, an OPDMD can be restricted if safety genuinely requires it.13eCFR. 28 CFR 35.137 – Mobility Devices
Before restricting an OPDMD, the facility has to weigh specific factors: the device’s size, weight, and speed; pedestrian traffic volume; the facility’s layout; whether safety rules could allow the device to operate safely; and any risk to the environment or natural resources.14eCFR. 28 CFR 36.311 A blanket ban without that assessment violates the regulation. Staff can ask a user for a credible assurance that the device is needed for a disability: a valid state-issued disability parking placard qualifies, and so does a simple verbal statement, as long as nothing observable contradicts it.
Keeping Accessible Features Working
Installing accessible features is only half the obligation. Every accessibility feature required by the ADA — ramps, elevators, accessible restroom hardware, automatic doors — must stay operable.15eCFR. Maintenance of Accessible Features An elevator broken for weeks, a propped-open accessible entrance later blocked with furniture, or an accessible restroom turned into a storage closet: these are violations, not inconveniences. Isolated, temporary interruptions for maintenance and repair are allowed, but “temporary” has to mean genuinely temporary rather than indefinite disrepair.
If a Business or Agency Refuses Access
The Department of Justice handles complaints under Titles II and III of the ADA. Complaints can be filed online through the Civil Rights Division’s website or by mailing a completed ADA Complaint Form to the DOJ.16ADA.gov. File a Complaint Violations can carry civil penalties, and the DOJ can require the entity to make the necessary changes. You also have the right to file a private lawsuit in federal court without waiting for a government investigation to finish.
