Under the ADA, a ramp’s running slope cannot exceed 1:12, which works out to 8.33 percent: one inch of vertical rise for every twelve inches of horizontal run. The ADA slope requirements for ramps also cap the cross slope at 1:48 (2.08 percent), limit any single ramp run to a 30-inch rise before a landing, and set separate numbers for the walkways, curb ramps, and parking surfaces that connect to the ramp. Miss any of them and the ramp is out of compliance, even if the main 1:12 grade is perfect.
When a Walkway Becomes a Ramp
An accessible walking surface can run up to 1:20, or 5 percent, before the ADA reclassifies it as a ramp.1U.S. Access Board. This is where projects quietly go wrong. A sidewalk poured at 6 percent looks like a sidewalk. Legally, it’s a ramp without the required parts.
The 1:12 Ramp Maximum
Running slope is measured in the direction of travel, bottom to top. The maximum is 1:12, or 8.33 percent.2U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Ramps and Curb Ramps A ramp climbing 30 inches has to run at least 30 feet.
No single ramp run may rise more than 30 inches. After that, a level landing has to break the run so someone using a wheelchair can rest.2U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Ramps and Curb Ramps There is no cap on how many runs a ramp can have, so large elevation changes get handled with a series of runs and landings, often as switchbacks.
The Access Board recommends building below 8.33 percent whenever possible. A shallower grade is easier to push up in a manual wheelchair and less likely to run away on the way down. The 1:12 ratio is the ceiling, not the goal.
Steeper Slopes Allowed in Existing Buildings
New construction always meets 1:12. In alterations to existing buildings where space genuinely won’t accommodate a standard ramp, two steeper options are allowed:1U.S. Access Board. Chapter 4: Accessible Routes
- 1:10 (10 percent) is permitted only for a maximum rise of 6 inches.
- 1:8 (12.5 percent) is permitted only for a maximum rise of 3 inches.
Anything steeper than 1:8 is prohibited regardless of the building’s age. And the exception only applies where a compliant 1:12 slope is technically infeasible. Claiming tight space when the site could be reconfigured won’t survive a complaint.
Cross Slope: 1:48
Cross slope is the side-to-side tilt, measured perpendicular to the direction of travel. On ramps and walking surfaces alike, the maximum is 1:48, or about 2.08 percent.1U.S. Access Board. Chapter 4: Accessible Routes
That small tilt sheds rainwater without pulling a wheelchair sideways. Push past 2.08 percent and a user with limited upper-body strength has to fight the drift with one arm the entire length of the ramp. Outdoor concrete is especially prone to drifting out of tolerance as it settles, so cross-slope compliance isn’t only a construction issue; it’s a maintenance issue.
Landings at the Top, Bottom, and Turns
Every ramp run needs a level landing at both ends. “Level” here means a slope no steeper than 1:48 in any direction, the same 2.08 percent that governs cross slope.2U.S. Access Board. Where a ramp changes direction, the landing has to be at least 60 inches by 60 inches so a wheelchair user can turn. On longer ramps, landings also work as rest stops between runs, which becomes essential when a manual wheelchair user needs to pause without rolling back.
Curb Ramps
Curb ramps use the same 1:12 running slope maximum and the same 1:48 cross slope maximum as other ramps.2U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Ramps and Curb Ramps
Flared sides get their own limit. Where pedestrians are likely to walk across them, flares cannot exceed 1:10 (10 percent). In alterations where a top landing isn’t available, the flare slope tightens to 1:12.2U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Ramps and Curb Ramps The connection between the curb ramp and the gutter or street has to be flush. A vertical lip at that point can stop a front caster cold and pitch the occupant forward.
Accessible Parking
Accessible parking spaces and their access aisles cannot exceed 1:48 (2.08 percent) in any direction, and the access aisle has to sit level with the space itself.3ADA.gov. Accessible Parking Spaces The rule applies equally to car-accessible and van-accessible spaces.
Parking lots complicate this because they’re graded to move stormwater. Placing accessible spaces at the high or low point of the lot, rather than mid-drainage, usually solves it. Verify with a digital level after the surface has cured; grading plans and finished asphalt don’t always agree.
Small Changes in Level
Not every elevation difference triggers ramp rules. The standards handle small level changes in tiers:4U.S. Access Board. Chapter 3: Building Blocks
- Up to ¼ inch: vertical, no treatment required.
- Between ¼ inch and ½ inch: the edge must be beveled at a slope no steeper than 1:2 (50 percent).
- Greater than ½ inch: handle it with a ramp or curb ramp.
These thresholds apply everywhere along an accessible route: door thresholds, carpet transitions, expansion joints. Handrails and Edge Protection
Slope compliance alone doesn’t finish a ramp. Handrails are required on both sides of any ramp with a rise greater than 6 inches. They have to be continuous along each run and include horizontal extensions at least 12 inches long at the top and bottom, giving someone a handhold before entering or leaving the slope.2U.S. Access Board. Edge protection is also required on ramp runs and landings so casters and crutch tips can’t slip off the side. Acceptable methods include a curb at least 4 inches high, a rail or barrier that prevents a 4-inch sphere from passing through, or extending the ramp surface at least 12 inches beyond the inside face of the handrails.2U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 4: Ramps and Curb Ramps Ramps shorter than 6 inches with side flares don’t need edge protection.
Converting Ratios to Percentages
The math is straightforward: divide the vertical rise by the horizontal run, then multiply by 100. A ramp rising 2.5 inches over 30 inches of run is 2.5 ÷ 30 = 0.0833, or 8.33 percent. To convert a ratio like 1:12 into a percentage, divide 1 by 12 and multiply by 100.
The ADA ratios in one place:
- 1:48 equals 2.08 percent (cross slope, landings, accessible parking).
- 1:20 equals 5.0 percent (maximum for a walking surface before it becomes a ramp).
- 1:12 equals 8.33 percent (maximum for ramps and curb ramps).
- 1:10 equals 10.0 percent (curb ramp flares; existing-building exception with 6-inch max rise).
- 1:8 equals 12.5 percent (existing-building exception with 3-inch max rise).
- 1:2 equals 50.0 percent (beveled edges for level changes between ¼ and ½ inch).
On-site verification usually means a digital level or clinometer placed directly on the surface, with readings taken at multiple points along a ramp to catch inconsistencies from settling or finishing. The ADA standards reference “industry standard tolerances” but don’t define a specific acceptable margin, and the Access Board has acknowledged that few industry specifications address slope tolerance directly.6U.S. Access Board. Penalties for Getting the Slope Wrong
Slope violations sit under Title III of the ADA, which covers public accommodations and commercial facilities. Maximum civil penalties adjust each year for inflation. In 2025, a first violation can reach $118,225 and subsequent violations up to $236,451.7Federal Register. Federal fines are one exposure. Private lawsuits are another: plaintiffs can recover attorney’s fees and obtain court orders requiring physical modifications. Tearing out and rebuilding a noncompliant ramp almost always costs more than pouring it right the first time.
