An accessible lavatory under the 2010 ADA Standards for Accessible Design needs three things at minimum: a clear floor space of 30 by 48 inches directly in front of the sink, knee clearance of at least 27 inches high at the front edge, and a rim no higher than 34 inches above the finished floor. Those are the headline ADA lavatory clearance requirements, but the standards also govern toe space, pipe protection, faucet controls, mirror height, and where the sink sits within the restroom. Miss any single dimension and the fixture is not accessible, regardless of how close the rest of the numbers come.
Clear Floor Space in Front of the Sink
Every accessible lavatory needs a rectangular clear floor space measuring at least 30 inches wide by 48 inches deep centered on the fixture.1U.S. Access Board. This is a forward approach, not a side approach, because a side approach puts the basin and faucet out of comfortable reach.2U.S. Access Board. Chapter 6 Plumbing Elements and Facilities
Nothing can sit inside that footprint. No trash cans, no storage cabinets, no cleaning carts. The only permitted intrusion is the knee and toe space beneath the sink itself, which is allowed to overlap the clear floor area.3U.S. Access Board. The floor within that space must be stable, firm, and slip-resistant, with no level changes and a slope in any direction of no more than 1:48.3U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 3 Clear Floor or Ground Space and Turning Space Essentially flat. A tilted floor causes a wheelchair to drift while the user is washing their hands.
Knee and Toe Clearance Under the Lavatory
The space beneath the sink is split into two zones. Knee clearance is the upper portion, where a seated user’s legs go; toe clearance is the lower portion, where footrests slide underneath.
At the front edge of the fixture, knee clearance must be at least 27 inches high and at least 8 inches deep. Moving back under the sink, the required height tapers at a rate of 1 inch of depth for every 6 inches of height, until it reaches the toe zone. At 9 inches above the floor, the clearance must still be at least 11 inches deep.1U.S. Access Board. Toe clearance must be at least 9 inches high and extend at least 17 inches under the element. Toe space that projects more than 6 inches beyond the available knee clearance does not count toward meeting the requirement.1U.S. Access Board. Americans with Disabilities Act – Chapter 3 Building Blocks The maximum depth for either knee or toe clearance is 25 inches. Deeper than that puts the faucet out of reach.
Rim Height, Faucets, and Controls
The rim of the sink, or the countertop if the lavatory is set into a counter, cannot be higher than 34 inches above the finished floor.2U.S. Access Board. Chapter 6 Plumbing Elements and Facilities That ceiling applies to the highest usable edge. An inch too high forces a seated user to reach over an awkward lip.
Faucets and other controls must operate with one hand and cannot require tight grasping, pinching, or twisting of the wrist. The maximum force needed to activate any control is 5 pounds.4U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 3 Operable Parts Lever handles, push-type mechanisms, and sensor-activated faucets generally satisfy the requirement. Round twist knobs do not.
Any operable control near the lavatory, including soap and paper towel dispensers, must fall within reach range. For an unobstructed forward reach, the maximum height is 48 inches above the floor. When the user has to reach over an obstruction deeper than 20 inches, that maximum drops to 44 inches.4U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 3 Operable Parts
Pipe Protection and Protruding Objects
Exposed water supply lines and drain pipes under the lavatory must be insulated, enclosed, or otherwise configured to prevent contact, and no sharp or abrasive surfaces are permitted beneath the sink.5U.S. Access Board. Chapter 6 Lavatories and Sinks This protects users who have reduced sensation in their legs and may not feel a burn from a hot drain pipe. Molded plastic covers or foam wraps are common solutions. The method is not specified; what matters is that the covering still leaves the required knee and toe space.
Wall-mounted objects near the sink need attention too. Anything with its leading edge between 27 and 80 inches above the floor can protrude no more than 4 inches into a circulation path.6U.S. Access Board. Chapter 3 Protruding Objects Soap dispensers, paper towel holders, and hand dryers are frequent offenders.
Mirror Height Above the Lavatory
A mirror mounted above a lavatory or countertop must have the bottom edge of its reflecting surface no higher than 40 inches above the finished floor.7ADA.gov. 2010 ADA Standards for Accessible Design “Reflecting surface” is the operative phrase. The frame does not count. A decorative border that pushes the glass up to 42 inches violates the standard even if the frame itself starts at 38.
Lavatory Placement Within the Restroom
The centerline of the sink must be at least 15 inches from any side wall or partition, so the user’s elbows clear the wall while operating the faucet.2U.S. Access Board. Chapter 6 Plumbing Elements and Facilities
Somewhere in the restroom, the layout must include a turning space with a diameter of at least 60 inches for a full wheelchair turn.1U.S. Access Board. Americans with Disabilities Act – Chapter 3 Building Blocks The clear floor space for the lavatory is allowed to overlap that turning circle, which is how smaller restrooms fit everything. Doors can swing into the turning space but generally cannot swing into the clear floor space of any fixture.2U.S. Access Board. Chapter 6 Plumbing Elements and Facilities
Single-occupant restrooms get an exception. The door may swing into the fixture clearance as long as there is a 30-by-48-inch clear floor space within the room beyond the arc of the door swing.2U.S. Access Board. Chapter 6 Plumbing Elements and Facilities A small single-user bathroom can use an inward-swinging door if the user can get out of its path once inside.
How Many Sinks Have To Be Accessible
Where lavatories are provided, at least one must comply with the full accessibility requirements, and it cannot be located inside a toilet compartment.7ADA.gov. 2010 ADA Standards for Accessible Design The ADA standards do not set the total number of sinks a restroom needs; local plumbing codes handle that. The standards dictate which of the installed sinks must be accessible.8U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 6 Toilet Rooms For single-user restrooms clustered in one location, at least half must comply.
Existing Buildings and Renovations
Every measurement above applies without exception to new construction. Existing buildings are held to a different standard: they must remove barriers when doing so is “readily achievable,” meaning easily accomplished without much difficulty or expense. Full compliance is not required in existing facilities unless the building undergoes alterations.9ADA.gov. ADA Readily Achievable Barrier Removal Checklist for Existing Facilities
When a renovation touches an area serving a primary function of the building, such as a restaurant dining room or an office floor, the accessible path of travel to the restroom must be brought into compliance as well. The cost of that path-of-travel work is capped at 20% of the total cost of the primary function renovation.10U.S. Access Board. Guide to the ADA Accessibility Standards – Chapter 2 Alterations and Additions Compliance is still required up to that cap even if the result is not a fully accessible route.
Where full compliance is physically impossible, such as when a load-bearing wall would have to move to create the required clear floor space, the standards require compliance to the “maximum extent technically feasible.” You still have to get as close to the measurements as the structure allows.
What Noncompliance Costs
Violations of ADA Title III carry civil monetary penalties. As of a 2014 adjustment, maximum penalties were $75,000 for a first violation and $150,000 for subsequent violations, and those amounts have been adjusted upward annually for inflation since 2015 under the Federal Civil Penalties Inflation Adjustment Act.11ADA.gov. Civil Monetary Penalties Inflation Adjustment Under Title III The Department of Justice can also seek injunctive relief requiring the facility to fix the violation, which means paying for the renovation on top of the fine. Private lawsuits by individuals can result in court-ordered modifications and attorney’s fees, though not monetary damages under federal law in most circuits. The measurements are cheapest to get right during construction.
