Under the 2010 ADA Standards for Accessible Design, knee clearance at a counter requires at least 27 inches of vertical space from the finished floor to the underside of the counter, a minimum width of 30 inches, and a depth of at least 11 inches measured 9 inches above the floor. These dimensions come from Section 306 and apply whenever a counter is designed for a forward approach by a person using a wheelchair. Not every counter has to provide them. The rules turn on whether the counter is meant to be approached head-on or from the side.
When the Requirement Applies
The ADA draws a sharp line between two approaches. A forward approach means the wheelchair user pulls up to the counter face-on with their legs extending underneath. A parallel approach means the user pulls alongside without sliding their legs beneath the surface. Knee and toe clearance only come into play with a forward approach.1U.S. Access Board. Sales and service counters give the designer a choice. Under ADA Standard 904.4, either approach satisfies the standard. A parallel approach needs a lowered section at least 36 inches long and no higher than 36 inches, with adjacent clear floor space, and no knee clearance underneath. A forward approach needs a lowered section at least 30 inches long and no higher than 36 inches, with full knee and toe clearance per Section 306.2U.S. Access Board. Chapter 9 Built-In Elements
Dining surfaces and work surfaces are not optional. The ADA requires a forward approach at these elements, so knee and toe clearance are always mandatory, and the top must sit between 28 and 34 inches above the finished floor.2U.S. Access Board. The Knee Clearance Zone
Knee clearance occupies the space between 9 inches and 27 inches above the finished floor. ADA Standard 306.3 sets four minimums:3U.S. Access Board. Architectural Barriers Act – Chapter 3 Building Blocks
- Height of at least 27 inches from the finished floor to the underside of the counter.
- Width of at least 30 inches across the entire depth of the clearance.
- Depth of at least 11 inches measured 9 inches above the floor, up to a maximum of 25 inches.
- Depth of at least 8 inches measured 27 inches above the floor.
Between those two height points, the depth is allowed to taper. The rule permits the clearance to reduce at a rate of 1 inch of depth for every 6 inches of height gained.3U.S. Access Board. Architectural Barriers Act – Chapter 3 Building Blocks The result is an angled profile that follows the shape of a seated person’s legs. A vertical panel dropping straight from the counter edge violates the standard unless it stays behind the minimum-depth line at every height. Supporting brackets, cabinet faces, and apron panels all have to respect that sloped profile.
Space deeper than 25 inches does not count toward the requirement. Build a 30-inch recess and only the first 25 inches matter for compliance.
Toe Clearance Underneath
Below the knee zone sits the toe clearance area, from the finished floor up to 9 inches high. ADA Standard 306.2 governs it:3U.S. Access Board. Architectural Barriers Act – Chapter 3 Building Blocks
- Height of 9 inches above the finished floor.
- Width of at least 30 inches.
- Depth of at least 17 inches and no more than 25 inches under the element.
One detail catches designers off guard. Toe clearance can only extend 6 inches beyond the available knee clearance at the 9-inch height.3U.S. Access Board. Architectural Barriers Act – Chapter 3 Building Blocks Anything deeper than that does not count. The toe space and the knee space work as one integrated profile. At the minimum dimensions, 11 inches of knee depth plus 6 inches of additional toe depth adds up to exactly the 17-inch minimum total depth. The toe space accommodates footrests and front casters while the knee zone above handles the user’s legs.
Counter Height by Type
Clearance underneath only works if the top of the counter sits at the right height. The maximum height depends on the counter’s use and the approach it provides:2U.S. Access Board. Chapter 9 Built-In Elements
- Sales and service counters with a parallel approach: 36 inches maximum, with a lowered section at least 36 inches long.
- Sales and service counters with a forward approach: 36 inches maximum, with a lowered section at least 30 inches long and full knee and toe clearance below.
- Dining surfaces and work surfaces: between 28 and 34 inches, with a forward approach and full knee and toe clearance below.
A 36-inch top with 27 inches of clearance underneath leaves only 9 inches for the counter’s structural thickness and apron.
Pipes and Other Obstructions
The knee and toe clearance volume has to stay free of anything that could block access or injure the user. Structural supports, equipment, cabinet bases, and hardware cannot encroach into the 30-inch by 27-inch knee area or the 9-inch toe space beneath it.
For counters with plumbing underneath, ADA Standard 606.5 requires that exposed water supply lines and drain pipes be insulated, enclosed, or configured so they cannot contact the user’s legs or feet. Sharp or abrasive surfaces are prohibited anywhere within the clearance zone.4U.S. Access Board. Chapter 6 Lavatories and Sinks Hot water lines create a burn risk that pipe wrap alone may not address over the long term as insulation degrades, so full enclosures are more durable solutions.
Children’s Counters
Dining surfaces and work surfaces built for children follow a modified version of the adult rules. The top must sit between 26 and 30 inches above the finished floor, and the minimum knee clearance height drops from 27 inches to 24 inches. For surfaces used primarily by children five and younger, the forward-approach requirement goes away entirely. A parallel approach with standard clear floor space is acceptable, so no knee or toe clearance is needed. The exception reflects that very young children are typically assisted by an adult rather than independently maneuvering a mobility device into a forward-approach position.
Existing Counters in Older Buildings
New construction and major renovations have to meet every dimension above. Existing buildings work under a different rule. Whether a particular counter modification qualifies as readily achievable turns on the business’s size, finances, and the cost of the work. Lowering a built-in counter may not be readily achievable for a small business, while adding a lowered auxiliary surface alongside it could be. What counts as readily achievable can also shift over time as a business’s financial picture changes.
