Can You Sell on eBay While on Disability: SGA Limits and Reporting

You can sell on eBay while on disability, but whether it affects your benefits depends on which program pays you and whether your selling looks like a business. Social Security Disability Insurance and Supplemental Security Income treat earnings very differently, and confusing the two is how people end up with overpayments they have to repay. A few work incentives can also shrink the earnings the SSA counts against you, and most sellers never hear about them until after the damage is done.

Are You Running a Business or Just Clearing Out a Closet?

Before any earnings rules kick in, figure out whether what you’re doing counts as self-employment. Selling your own belongings, like clothes you no longer wear or a bicycle sitting in the garage, is generally not income to the SSA. Under federal regulations, money from selling your own property is treated as a resource that changed form rather than as earned income.1Social Security Administration. What tips activity into business territory: buying items specifically to resell at a profit, sourcing inventory from thrift stores or wholesalers, or maintaining a regular eBay store. If you’re only unloading personal items at or below what you originally paid, the rules below generally don’t apply to you. If you’re sourcing to resell, they do.

SSDI: The Substantial Gainful Activity Threshold

If you receive SSDI, the number that matters is Substantial Gainful Activity. For 2026, the SGA level is $1,690 per month for non-blind individuals and $2,830 per month for people who are statutorily blind.2Social Security Administration. Substantial Gainful Activity Consistently exceeding those figures can lead the SSA to decide you’re no longer disabled and stop your check. But for self-employed sellers, the evaluation is more than a paycheck comparison.

The Three Tests for Self-Employment

Instead of just looking at earnings, the SSA applies three tests. Meeting any one of them means you’re performing SGA:

  • You provide services significant to the business’s operation and receive substantial income from it.
  • Your work activity — hours, skills, energy, duties — is comparable to that of a non-disabled person running a similar business in your community.
  • Even if your work isn’t comparable, it’s clearly worth the SGA amount in terms of value to the business or what you’d pay someone else to do it.

Before applying the tests, the SSA deducts certain amounts from your earnings, including the reasonable value of significant unpaid help — for example, a spouse or friend who regularly packs and ships your orders for free.3Social Security Administration. The Trial Work Period

Before your SSDI is actually at risk, you get a Trial Work Period: nine months to test working while keeping your full benefit, no matter how much you earn.4Social Security Administration. SSDI Only Employment Supports The nine months don’t need to be consecutive; they accumulate within a rolling 60-month window.

A month counts as a trial work month if your net self-employment earnings reach $1,210 or you work more than 80 hours in the business that month, whichever comes first.5Social Security / Ticket to Work. Even a low-profit month can burn a TWP month if you spent 80-plus hours sourcing, photographing, listing, and shipping.

Extended Period of Eligibility

Once your nine trial months are used, you enter a 36-month Extended Period of Eligibility. The SSA pays your full benefit in any month your earnings fall below SGA and withholds it in any month they don’t.4Social Security Administration. SSI: Every Dollar Counts, but Not All at Once

SSI has no Trial Work Period and no Extended Period of Eligibility.4Social Security Administration. SSDI Only Employment Supports Instead, earnings reduce your monthly SSI payment through a formula that is more generous than most people expect.

How Earnings Reduce Your SSI Payment

The 2026 maximum federal SSI payment is $994 per month for an individual and $1,491 for a couple.6Social Security Administration. 2026 Cost-of-Living Adjustment (COLA) Fact Sheet When you earn from eBay, the SSA first excludes $20 of general income, then another $65 of earned income, and counts only half of what remains against your benefit.7Social Security Administration. So if your net eBay profit for a month is $285, the SSA subtracts $20, then $65, then halves the remaining $200. Countable income: $100. Your SSI drops by $100 that month, but you still net $185 more than you would have without selling.

The Resource Limit and Your Inventory

SSI also caps what you can own. Countable resources cannot exceed $2,000 for an individual or $3,000 for a couple.6Social Security Administration. 2026 Cost-of-Living Adjustment (COLA) Fact Sheet Cash in a PayPal balance or bank account, unsold stock in your garage, and shipping supplies could all count.

One important exception applies. Property in current use in a trade or business — inventory, shipping supplies, equipment — is excluded from the resource limit entirely under the Property Essential to Self-Support rule, regardless of value.8Social Security Administration. What Counts as Your Earnings

The SSA does not use gross sales. It uses your net earnings from self-employment: profit after legitimate business expenses. For an eBay seller, those expenses include the cost of goods sold, eBay listing and final value fees, payment processing charges, postage, packing materials, mileage to the post office, and equipment like a shipping scale or printer ink. Keep every receipt; eBay’s downloadable monthly statements make the bookkeeping manageable.

After you calculate net profit, the SSA multiplies it by 92.35% to arrive at your official net earnings from self-employment, mirroring an IRS deduction for the employer-equivalent share of self-employment tax.9Social Security Administration. Work Incentives That Reduce What the SSA Counts

Impairment-Related Work Expenses

If you pay out of pocket for items or services you need because of your disability in order to work, those costs come out of your earnings before the SSA applies any of its tests. This applies to both SSDI and SSI.10Social Security Administration. You must pay the expense yourself without reimbursement, and it must relate to your disability. Routine health costs unrelated to your disabling condition don’t qualify.10Social Security Administration. For SSDI, IRWE is subtracted from your net earnings before the SGA comparison. Net earnings of $1,800 with $200 of qualifying IRWE become $1,600 in countable earnings, below the $1,690 SGA line. For SSI, IRWE is applied after the $20 and $65 exclusions but before the halving, so each dollar of IRWE saves you roughly 50 cents in benefits.

Unincurred Business Expenses (SSDI Only)

If someone else pays for your business costs — a relative covers your eBay fees, a nonprofit donates packing supplies, a friend regularly ships orders without pay — the SSA can deduct the reasonable value of those contributions from your net income when evaluating SGA.3Social Security Administration. Plan to Achieve Self-Support (SSI Only)

If you receive SSI and want to grow your eBay activity into a real business, you can propose a Plan to Achieve Self-Support. A PASS lets you set aside income or resources — which would normally reduce your SSI — toward a specific work goal like buying inventory or equipment. Money set aside under an approved PASS doesn’t count when the SSA calculates your eligibility or payment.12Social Security Administration. Reporting What You Sell

Not reporting is the fastest way to create an overpayment. The rules differ by program.

SSDI recipients report self-employment activity on Form SSA-820-BK, which asks for dates worked, net earnings, expenses, free help received, and any disability-related work expenses. The SSA asks for it back within 15 days.13Social Security Administration. SSI recipients face a tighter deadline: changes in self-employment income must be reported by the 10th day of the month following the change.15Social Security Administration. Late reporting by an SSI recipient that leads to excess payments triggers escalating penalties: $25 for the first failure, $50 for the second, $100 for each after that.17Social Security Administration. POMS SI 02301.100 – Assessing Penalties Those are on top of repaying the overpayment itself. Good cause can waive the penalty, but “I didn’t know” carries little weight when the requirement is on every award letter.

What Happens to Your Health Coverage

For many sellers, losing Medicare or Medicaid is a bigger fear than losing the cash benefit. Both programs have protections built in.

SSDI recipients keep Medicare through the entire Trial Work Period and for 93 months after it ends.18Social Security Administration. SSI recipients can keep Medicaid under Section 1619(b) once their earnings are high enough to zero out their SSI payment. Each state sets its own earnings threshold, ranging from roughly $29,000 to over $84,000 per year in 2026.19Social Security Administration. Taxes Are a Separate Question

SSA rules don’t decide what you owe the IRS. If your net self-employment earnings hit $400 or more in a year, you file Schedule SE and pay self-employment tax covering Social Security and Medicare.20Internal Revenue Service. If Your SSDI Stops: Expedited Reinstatement

If your SSDI ends because your earnings exceeded SGA after the Extended Period of Eligibility, you have a 60-month window to request Expedited Reinstatement. To qualify, you must be unable to perform SGA due to a medical condition that is the same as or related to your original disability.22Social Security Administration. While the SSA reviews your medical eligibility, you can receive up to six months of provisional payments, plus Medicare or Medicaid, starting the month after your request.22Social Security Administration. POMS DI 13050.001 – Expedited Reinstatement (EXR) Overview Knowing this exists makes it less risky to see whether your eBay activity can grow into something bigger.
