What If My Green Card Expires While Waiting for Citizenship?

If your green card expires while waiting for citizenship, your permanent resident status is unaffected, and in most cases you don’t need to renew the card at all. For anyone who filed Form N-400 on or after December 12, 2022, the USCIS receipt notice automatically extends the expired card’s validity for 24 months from the date printed on it.¹ You present the expired card together with that receipt notice, and the pair functions as valid proof of status for work, travel, and federal agencies.

The Card Expires, Your Status Does Not

The green card is proof of your status, not the status itself. You remain a lawful permanent resident until you naturalize, voluntarily give up your status, or an immigration judge orders you removed.² An expired card triggers none of those things.

What the expiration does affect is your ability to prove that status in day-to-day life: employment verification, international re-entry, driver’s license renewal, and interactions with agencies like the Social Security Administration. The rest is about keeping that proof current while your N-400 works through the system.

The 24-Month Automatic Extension

Since December 12, 2022, USCIS has automatically extended the validity of a properly filed applicant’s green card for 24 months past the expiration date on the card.³ The extension language appears on the N-400 receipt notice you receive after filing. You carry the expired card and the receipt notice together, and they work as one document.

That combination covers the situations that matter. On Form I-9, the expired card plus the N-400 receipt notice counts as a List A document, proving both identity and work authorization.¹ For international re-entry, U.S. Customs and Border Protection accepts the same pairing as evidence of continued lawful permanent residence.⁴ With naturalization processing running about 5.5 to 9.5 months for most applicants, a 24-month window is usually more than enough time.

One important limit: receipt notices for N-400s filed before December 12, 2022 do not include the automatic extension language. If that’s you, keep reading.

When You Still Need to File Form I-90

The automatic extension eliminates the need for a separate renewal in most cases. A few situations still call for filing Form I-90, Application to Replace Permanent Resident Card:

Your card is lost, stolen, or destroyed. Without the physical card to present alongside the receipt notice, you generally need a replacement.⁵
You filed your N-400 before December 12, 2022. Those older receipt notices don’t carry the extension, so an I-90 or an ADIT stamp becomes your path to valid documentation.
Your N-400 is denied and your card has already expired. Your permanent resident status continues, but you’ll need a current card.

When you file I-90, USCIS now extends the validity of your existing green card for 36 months past its expiration date.⁶ The I-90 receipt notice, together with your expired card, serves as proof of status and work authorization during that window. You can file online or by mail, though fee waiver requests must be submitted on paper.⁷

Before filing I-90, check whether you’re eligible to naturalize. USCIS itself suggests this: if you qualify, filing Form N-400 gets you the automatic extension and puts you on track for citizenship without the cost of a separate card renewal.

The ADIT Stamp as Temporary Proof

The ADIT stamp, also called an I-551 stamp, is a temporary alternative when the receipt-notice route isn’t enough. USCIS places the stamp in a valid passport, or on a Form I-94 with a photo attached, and it’s valid for up to one year.⁸

To request one, call the USCIS Contact Center. An officer verifies your identity and address, then either arranges to mail you a stamped Form I-94 or schedules an in-person appointment at your local field office. In-person visits are typically reserved for urgent situations, cases where USCIS doesn’t have a usable photo on file, or when identity and address can’t be confirmed by phone.⁸

An ADIT stamp is worth pursuing if you don’t have a valid receipt notice or if you’re dealing with an agency unfamiliar with the extension policy. A passport with an ADIT stamp is recognized by CBP for re-entry, by employers as a List A document, and by SSA for benefits purposes.⁹

Proving You Can Work

An expired green card by itself is not a valid I-9 document. Green cards count as List A documents only through the date printed on the card.⁹ You have several substitutes:

Expired card plus N-400 receipt notice, together, count as a List A document during the 24-month extension. Your employer does not need to reverify you when you present this combination.¹⁰
Expired card plus I-90 receipt notice, same idea, with a 36-month window.⁶
Passport with an ADIT stamp, on its own, is a List A document.
A state driver’s license (List B) with an unrestricted Social Security card (List C) is another accepted combination.¹⁰

Employers cannot demand a specific document once you’ve presented an acceptable alternative from the approved lists. If someone insists on seeing a valid green card, that’s an employer compliance problem, not a status problem.

Traveling Abroad and Coming Home

You can re-enter the United States with an expired green card as long as you have valid extension documentation. CBP accepts the expired card paired with an N-400 or I-90 receipt notice, and it accepts a valid passport containing an ADIT stamp.⁴ Carry everything you have: expired card, receipt notice, passport, any ADIT stamps. Redundancy helps at the border.

The bigger travel concern for someone with a pending N-400 is not the card at all. An absence of more than six months creates a legal presumption that you’ve broken the continuous residence required for naturalization, and an absence of one year or more automatically breaks it.¹¹ Keep trips short while your case is pending.

The Naturalization Interview

An expired card will not derail your interview. The officer reviews your N-400, asks about your background and moral character, and administers the English and civics tests unless you qualify for an exemption.¹² Bring your expired card, your N-400 receipt notice, your passport, and any ADIT stamps or I-90 receipts you have. USCIS verifies your permanent resident status through its own systems regardless of the state of the plastic in your wallet.

Social Security and the DMV

SSA verifies immigration status through the SAVE system, so an expired card by itself won’t meet its requirements. To access SSA services, present your expired card together with a Form I-797 receipt notice showing the extension, or a current ADIT stamp.¹³ If your ADIT stamp has expired and no new card has arrived, SSA will usually send you back to USCIS for an updated stamp before processing your request.

State DMVs are less consistent. Whether they’ll accept a receipt notice in place of a current card varies. Call ahead of a license renewal to confirm what your DMV will take.

If Your N-400 Is Denied

A denied naturalization application does not end your permanent residence. You remain an LPR unless an immigration judge orders you removed or you give up your status voluntarily. But once the case is closed, your N-400 receipt notice stops functioning as an extension. If your card has already expired, file Form I-90 to get a replacement.
