29 CFR 1910.179 is the OSHA standard that governs overhead and gantry cranes in general industry, spelling out how the crane must be built, marked, inspected, maintained, and operated, and who is allowed to run it. Compliance is not paperwork. Which Cranes and Workplaces the Rule Covers

One boundary catches employers off guard: 1910.179 is a general industry rule. If the work being performed is construction, the crane standards in 29 CFR 1926 Subpart CC apply instead, and those rules differ substantially on operator certification and signal person qualifications. The dividing line is the activity, not the machine. The same crane can fall under different standards depending on whether it is running a manufacturing operation or a construction job.

The standard also treats older equipment differently. Cranes built and installed before August 31, 1971 qualify as existing installations and may be exempt from certain design specifications that apply to newer cranes. Design, Load Marking, and Initial Testing

The crane itself must be built to protect the operator and the workers below. Operator cabs need to shield against falling objects while preserving a clear view of the load and work area. Cab lighting has to be bright enough to read every control and instrument. Access to the cab or bridge walkway must use a fixed ladder, stairs, or platform meeting OSHA walking-working surface standards. Every independent hoisting unit needs at least one holding brake acting directly on the motor shaft, and it must be self-setting so it engages automatically when power is removed. For heavier loads a second means of controlling descent speed is typically required. The rated load capacity must be marked on each side of the crane in lettering visible from the ground. If the crane has more than one hoisting unit, each hoist needs its own rated load marking on the hoist or its load block. Before initial use, every new or altered crane must pass an operational test covering hoisting, lowering, trolley travel, bridge travel, and all limit switches and safety devices, followed by a rated load test using a test load of up to 125 percent of rated capacity unless the manufacturer specifies otherwise. Inspection Requirements

The inspection program has two tiers, and the frequency of each depends on how hard the crane works and the conditions it operates in.

Frequent Inspections

Frequent inspections run on a daily-to-monthly interval. Operators should observe the crane each shift for anything off: unusual sounds, sluggish response, signs of maladjustment. Monthly or more frequent checks focus on hoisting chains, hooks, and functional operating mechanisms. Any hook with visible cracks or a throat opening widened beyond 15 percent of normal must come out of service immediately. Periodic Inspections

Periodic inspections run on a one-to-twelve-month cycle and go deeper. Inspectors look for deformed, cracked, or corroded structural members, loose fasteners, worn sheaves and drums, and excessive wear on brake components and linings. Signed certification records are required, including the date, inspector’s signature, and an identifier for the equipment inspected. Records must be kept on file and readily available. Cranes That Have Been Sitting Idle

A crane idle for one month but less than six months needs at least a frequent-level inspection before it goes back into service. A crane idle for six months or more requires a full periodic inspection. Wire Rope

Wire rope is one of the most failure-prone components on any crane, and 1910.179 devotes a full section to it. All ropes must be inspected at least monthly, with certification records maintained. Conditions that signal potential strength loss include diameter reduction from core breakdown, corrosion, or wear of outside wires; broken outside wires, considering both count and how concentrated they are in one area; surface wear thinning the wire cross-section; corroded, cracked, bent, worn, or improperly installed end connections; and severe mechanical damage such as kinking, crushing, cutting, or unstranding.

Replacement rope must match the original manufacturer’s specifications for size, grade, and construction unless a wire rope manufacturer recommends a change based on actual working conditions. Maintenance and Repair Sequence

Before any repair or adjustment begins:

  • Move the crane where it interferes least with other cranes and operations.
  • Put all controllers in the off position.
  • Open the main or emergency switch and lock it in the open position.
  • Post “out of order” signs on the crane, on the floor beneath it, and on the hook where they can be seen from the floor.
  • If other cranes share the same runway, install rail stops or equivalent barriers to prevent a collision with the idle crane.

Replacement parts must meet or exceed the original manufacturer’s specifications. Substituting cheaper or undersized components compromises the crane’s design safety factor and creates a paper trail that works against the employer in any later investigation. Major structural repairs should be followed by load testing to confirm the crane performs correctly under load.

Operating Rules for Load Handling

How the crane moves loads is where most accidents happen. Loads must be attached to the hook with slings or other approved devices, and the hoist rope itself is never wrapped directly around a load. Before lifting anything close to the crane’s rated capacity, the operator should raise the load just a few inches and apply the brakes. If the brakes hold at that height, the full lift can proceed. If they don’t, the problem has been found two inches off the ground instead of twenty feet up.

Every hoist must have a functional upper limit switch to keep the load block from slamming into the hoist frame. That switch is emergency backup only. Operators who use it as a routine stop wear it out, so it fails to work the time it actually matters. Who Is Allowed to Operate

Only people specifically designated by the employer may operate an overhead or gantry crane. That designation extends to maintenance workers and test personnel who need to move the crane as part of their duties. The standard does not require a specific federal certification or license. The employer is responsible for confirming that operators have the skills and physical ability to do the job safely: adequate vision, hearing, and depth perception to judge distances during lifts; no conditions likely to cause sudden incapacitation, such as seizure disorders; and enough coordination and reaction time to respond to emergency signals or unexpected mechanical behavior.

Many employers voluntarily adopt physical benchmarks from industry consensus standards such as ASME B30.2, which set thresholds like minimum 20/30 vision in one eye and 20/50 in the other, color differentiation if the job requires it, and a negative substance abuse test. While 1910.179 does not mandate those numbers, using a recognized standard as the baseline creates a defensible qualification program if an operator’s fitness is ever questioned after an incident.
