Higher Thresholds in Alaska and Hawaii

How Income and Household Size Are Counted

Most programs that use the 200% threshold measure income through Modified Adjusted Gross Income (MAGI). Start with the adjusted gross income on line 11 of your Form 1040, then add back untaxed foreign earnings, tax-exempt interest, and non-taxable Social Security benefits.3HealthCare.gov. Household size generally means you, a spouse if you file jointly, and any tax dependents. Children and qualifying relatives who receive more than half their support from you count. Roommates who handle their own finances do not.3HealthCare.gov. Federal Poverty Level

When you apply, expect to hand over your most recent tax return, W-2s, and recent pay stubs. Self-employed applicants report net business profit on Schedule C.5Internal Revenue Service. Inaccurate income reporting can lead to denied benefits or a demand to repay subsidies.

What the 200% Mark Unlocks

Marketplace Health Insurance in 2026

The enhanced premium tax credits that made Marketplace coverage cheaper from 2021 through 2025 expired at the end of 2025.6Office of the Law Revision Counsel. 26 USC 36B – Refundable Credit for Coverage Under a Qualified Health Plan Under the temporary rules, a household at 200% of poverty contributed no more than 2% of income toward a benchmark silver plan. Starting in 2026, that expected contribution rises to roughly 6.6% of income. For a single filer earning $31,920, that shifts monthly premium expectations from about $53 to about $176. Subsidies still cover the difference between the expected contribution and the actual benchmark premium; the contribution itself simply got larger.

The repayment cap for excess advance premium tax credits also disappears starting with the 2026 tax year.7Internal Revenue Service. Children’s Health Insurance Program

Federal law sets the floor for CHIP eligibility at the higher of 200% of the federal poverty level or 50 percentage points above a state’s 1997 Medicaid eligibility level.8Medicaid. CHIP Eligibility and Enrollment Most states have expanded well beyond that floor, in some cases up to 400% of poverty. If your family income is at or below 200% and your children are uninsured, they qualify for CHIP or Medicaid in every state.

SNAP Through Broad-Based Categorical Eligibility

Standard federal SNAP rules cap gross income at 130% of poverty for households without an elderly or disabled member. Most states have adopted broad-based categorical eligibility, which lets them raise that ceiling as high as 200% of poverty. As of late 2025, 46 states use some form of BBCE, and more than half of those set the gross income limit at the full 200%.9USDA Food and Nutrition Service. Weatherization Assistance

The Department of Energy’s Weatherization Assistance Program pays for insulation, air sealing, and furnace repairs in low-income homes. Eligibility is generally set at 200% of the poverty guidelines, though some states use 60% of state median income if that figure is higher.

LIHEAP Energy Bill Help

The Low Income Home Energy Assistance Program covers heating, cooling, and energy crisis costs. The federal statute caps income eligibility at 150% of the poverty guidelines or 60% of the state median income, whichever is higher.10The LIHEAP Clearinghouse. Free Civil Legal Aid

Legal Services Corporation grantees normally cap eligibility at 125% of the poverty guidelines, but federal regulations let them represent clients with incomes up to 200% when hardship factors apply, such as high medical expenses, seasonal income swings, or disability-related costs.11eCFR. 45 CFR Part 1611 – Financial Eligibility Grantees may also serve clients up to 200% who are seeking government benefits for low-income individuals or people with disabilities.

Court Fee Waivers

Many state courts waive filing and service fees for low-income parties. The cutoff varies by state but commonly falls between 125% and 200% of the federal poverty level, with 200% serving as the upper bound for full or partial relief in several states.

Thresholds That Are Not 200%

Immigration sponsorship uses a lower bar. Why the Numbers Change Each Year
