1986 FBI Miami Shootout: Ammo Test and 9mm Transition

The 1986 FBI Miami shootout was a five-minute firefight on April 11, 1986, in Pinecrest, Florida, in which eight FBI agents confronted two bank and armored car robbery suspects on a residential street. Two agents were killed and five wounded. Both suspects died. At least 131 rounds were fired. The encounter exposed serious gaps in FBI firearms, ammunition, and body armor, and drove reforms that still shape American law enforcement.

What Happened That Morning

Fourteen agents in eleven vehicles were conducting a rolling surveillance across south Dade County, looking for a stolen black Chevrolet Monte Carlo tied to a string of holdups. Agents Benjamin Grogan and Jerry Dove spotted the car and began following it. The two men inside, William Russell Matix and Michael Lee Platt, realized they had been made and started cutting through side streets to shake the tail.

Multiple Bureau cars converged and forced a felony stop. The collision that boxed in the Monte Carlo pushed it off the roadway and also injured Agent Richard Manauzzi, who immediately took cover. As soon as the vehicles came to rest, Platt opened fire with a Ruger Mini-14 semi-automatic rifle chambered in .223.

Why the Agents Were Outgunned

The .223 round travels at roughly three times the velocity of a handgun bullet and punched through the car doors agents were using as cover. Matix added fire from a shotgun and a .357 Magnum revolver; Platt also carried a .357 as a sidearm.

The agents’ weapons could not answer that firepower. Three carried Smith & Wesson 9mm semi-automatic pistols. The rest were armed with .357 Magnum or .38 Special revolvers loaded with .38-caliber ammunition. Two Remington 870 shotguns were in agent vehicles, but one was trapped inside a car disabled by the crash. Revolvers held five or six rounds and were slow to reload under fire. One agent could not reload at all because blood from a hand wound had run into the cylinders and jammed the mechanism.

Only two of the eight agents were wearing ballistic vests, and those vests were rated for handgun threats. They would not stop a rifle round. Grogan and Dove wounded both suspects in the opening exchange but were pinned in their vehicle. Platt closed on them and killed both at close range.

How the Fight Ended

Agent Edmundo Mireles had taken a rifle round that left his left arm useless. Working one-handed, he braced a pump-action shotgun against a car bumper to fire and wedged it between his knees to rack the slide. After emptying it, he drew his revolver, walked toward the suspects’ vehicle, and fired the shots that killed Matix and Platt.

The Casualties and the Round Count

FBI Vault records identify a minimum of 131 rounds fired during the engagement. Platt alone fired 40 rounds from the Mini-14 and three from his .357. Matix discharged two to three rounds of 12-gauge buckshot and three revolver rounds. Every severe injury to an agent was attributed to the .223 rifle ammunition.

Grogan and Dove were dead. Mireles, McNeill, Hanlon, Manauzzi, Orrantia, and Risner were wounded to varying degrees. Both suspects were dead.

What the FBI’s Review Found

The FBI’s Shooting Incident Review Group cataloged a series of equipment and planning failures that would drive nearly every reform that followed:

  • Most agents were not wearing ballistic vests during the surveillance. Some had vests in their vehicles but had not put them on before the encounter turned violent.
  • Shotguns stored in vehicle trunks or mounts went unused because agents could not reach them once the shooting started.
  • Agents carrying revolvers were severely disadvantaged by low capacity and slow reloads, and by malfunctions when the mechanism was contaminated by blood.
  • The suspects’ .223 rifle rendered vehicle cover essentially useless. No agent carried a weapon capable of matching that firepower.

The original surveillance plan had told agents not to attempt an arrest until after a robbery occurred and enough units were in position to make the stop safely. The situation deviated from that plan once the suspects detected the surveillance and the pursuit escalated into the felony stop.

The Switch From Revolvers to 9mm

The most visible change was the abandonment of revolvers as primary duty weapons. The Bureau’s review concluded that the .38 Special and .357 Magnum were inadequate for the threats agents faced.

The FBI first adopted the 10mm Auto cartridge in a semi-automatic pistol built to Bureau specifications. The 10mm offered substantially more energy than the .38 Special, in a platform with higher magazine capacity and faster reloads. But the recoil was punishing, and many agents struggled to qualify with full-power loads. Bureau ballisticians found that a downloaded 180-grain bullet at 850 to 950 feet per second delivered the terminal performance they wanted without the harsh recoil. Smith & Wesson engineers shortened the 10mm case to eliminate the empty space left by the reduced powder charge, creating the .40 S&W. The FBI adopted the .40 S&W around 1990, and it became the dominant American law enforcement caliber for the next two decades.

The cycle came around again in the mid-2010s. Advances in hollow-point design let modern 9mm ammunition meet the same terminal performance standards that had driven the move to larger calibers. The FBI concluded the 9mm offered equal wound performance with less recoil, greater capacity, and better accuracy for the average shooter. The Bureau now issues the Glock 19M and Glock 17M, both in 9mm. Hundreds of state and local agencies that had followed the FBI to .40 S&W followed it back to 9mm.

The Eight-Barrier Ammunition Test

The FBI also developed a standardized ammunition testing protocol, published in the November 1989 FBI Law Enforcement Bulletin. It addressed a core lesson from the firefight: a bullet that performs well in bare tissue may fail after passing through clothing, glass, or sheet metal.

The protocol tests each round across eight scenarios using calibrated 10-percent ballistic gelatin, which approximates the density of human muscle tissue:

  • Bare gelatin at 10 feet
  • Heavy clothing at 10 feet
  • Steel (20-gauge sheet) at 10 feet
  • Wallboard at 10 feet
  • Plywood at 10 feet
  • Automobile windshield glass at 10 feet
  • Light clothing at 20 yards
  • Automobile glass at 20 yards

To pass, a bullet must penetrate between 12 and 18 inches of gelatin in each test. The 12-inch minimum ensures the round can reach vital organs after passing through an arm, heavy clothing, or bone. The 18-inch maximum reduces the risk of the bullet exiting the body and striking a bystander. Those thresholds remain the industry benchmark, and virtually every major manufacturer designs its defensive loads to meet them.

Body Armor Standards That Followed

The two agents wearing armor that day had vests rated only for handgun threats. Against Platt’s .223 rifle, those vests offered no meaningful protection. The other six wore none.

The National Institute of Justice, which sets performance standards for law enforcement body armor, has updated its testing protocols multiple times since 1986. The current standard, NIJ 0101.07, replaced the older level-based system with a nomenclature that separates handgun and rifle protection more clearly:

  • HG1: handgun protection (replaces former Level II)
  • HG2: enhanced handgun protection (replaces former Level IIIA)
  • RF1: rifle protection (replaces former Level III)
  • RF2: intermediate rifle protection, a new category
  • RF3: heavy rifle protection (replaces former Level IV)

Modern FBI policy requires agents to have access to rifle-rated plates for tactical operations, a direct response to the firepower mismatch on that April morning.

Where the Shootout Is Remembered

In 2001, the Village of Pinecrest co-designated the stretch of Southwest 82nd Avenue where the firefight took place as Agent Benjamin Grogan Avenue and Agent Jerry Dove Avenue. Street signs and a historical marker identify the location. A commemorative plaque honoring both agents stands outside the FBI’s regional headquarters in North Miami Beach. The tactical lessons are still taught at the FBI Academy and in law enforcement training programs nationwide.
