$1,400 Stimulus Check: Eligibility, Phase-Outs, and Claim Deadline

The $1,400 stimulus check from the American Rescue Plan Act of 2021 can no longer be claimed. The three-year window to file a 2021 tax return and receive the Recovery Rebate Credit expired on April 15, 2025, and any unclaimed money reverted to the U.S. Treasury.1Internal Revenue Service. IR-2025-46: More Than $1 Billion in 2021 Tax Refunds Still Unclaimed The IRS estimated that more than $1 billion in 2021 refunds went unclaimed before that cutoff. If you already received a payment or filed in time to claim the credit, what follows explains the rules that governed the program and how to confirm what you were paid.

The Deadline That Closed the Program

Federal law gives taxpayers three years from a return’s due date to file and claim a refund. For the 2021 tax year, that deadline was April 15, 2025.2Internal Revenue Service. Publication 5486-A (Rev. 10-2023) Anyone who did not file a 2021 return by that date generally cannot receive the Recovery Rebate Credit.1Internal Revenue Service. In late 2024, the IRS took an unusual step and automatically sent payments to roughly one million taxpayers who had filed a 2021 return but left Line 30 blank or entered $0 despite qualifying. If you were in that group, the payment should already show in your IRS Online Account.

A few narrow exceptions to the three-year rule exist. Taxpayers who served in a combat zone or contingency operation get additional time. Those affected by a presidentially declared disaster may get up to one extra year. And if you signed a written agreement with the IRS extending the time to assess your tax, the refund window extends to the end of that agreement plus six months.3Internal Revenue Service. Time You Can Claim a Credit or Refund Outside those situations, the window is closed.

Who Qualified and For How Much

The payment was structured as a refundable tax credit of $1,400 per eligible individual, $2,800 for married couples filing jointly, plus $1,400 for each dependent.4Office of the Law Revision Counsel. 26 USC 6428B – 2021 Recovery Rebates to Individuals The IRS issued advance payments starting in March 2021, but final eligibility was calculated on the 2021 tax return.5Internal Revenue Service. 2021 Recovery Rebate Credit – Topic C: Eligibility for Claiming a Recovery Rebate Credit on a 2021 Tax Return

To qualify, you had to be a U.S. citizen or resident alien who was not claimed as a dependent on someone else’s return. You also needed a valid Social Security number, with an exception for married couples filing jointly where one spouse was an active member of the U.S. Armed Forces.5Internal Revenue Service. 2021 Recovery Rebate Credit – Topic C: Eligibility for Claiming a Recovery Rebate Credit on a 2021 Tax Return

Unlike the first two stimulus rounds, this one covered all dependents, not just children under 17. Adult children, elderly parents, and other qualifying dependents each added $1,400 to the household total.6U.S. Department of the Treasury. Income Limits and Phase-Outs

You received the full credit if your 2021 adjusted gross income was at or below these levels:

  • Single filers: $75,000
  • Head of household: $112,500
  • Married filing jointly: $150,000

Above those amounts, the credit shrank quickly and cut off entirely at $80,000 for single filers, $120,000 for heads of household, and $160,000 for married couples filing jointly.4Office of the Law Revision Counsel. 26 USC 6428B – 2021 Recovery Rebates to Individuals That steep cutoff was a deliberate change from earlier rounds, where higher earners could still receive a partial payment.

For a single filer with no dependents, every dollar of income above $75,000 reduced the $1,400 credit by 28 cents. At $80,000, the credit was gone. Households with dependents had a larger total credit, so their phase-out extended slightly higher in dollar terms, but the income cutoffs where the reduction began stayed the same.

Verifying What You Received

The IRS sent two notices confirming the third-round payment. Notice 1444-C went out shortly after each payment was issued in 2021 and showed that specific amount. Letter 6475, mailed in early 2022, gave a consolidated total of all third-round payments and any plus-up amounts for tax year 2021.7Internal Revenue Service. 2021 Recovery Rebate Credit – Topic A: General Information Married couples who filed jointly each received their own Letter 6475 showing half of the joint total.8Internal Revenue Service. Understanding Your Letter 6475

If you no longer have those notices, your IRS Online Account still shows the total third Economic Impact Payment on the Tax Records page.9Internal Revenue Service. Economic Impact Payments Bank statements showing deposits from the U.S. Treasury Department can also help confirm what you received, but the Online Account is the most reliable source because it reflects every payment, including plus-ups. The Get My Payment tool that tracked payments during the 2021 rollout is no longer active.

Tracing a Payment You Never Got

If IRS records show a payment was issued but you never received it, you can still request a payment trace by filing Form 3911. The form starts an investigation into whether a mailed check was cashed by someone else or whether a direct deposit was returned by your bank.10Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund Both spouses must sign if the payment came from a joint return.11Internal Revenue Service. Form 3911 – Taxpayer Statement Regarding Refund Traces typically take about six weeks.

One distinction matters. A trace applies only to a payment the IRS already issued and you never received. It is not a way to claim the Recovery Rebate Credit, which covered situations where you were eligible but the IRS never sent a payment at all. That credit route closed on April 15, 2025.

Taxes, Offsets, and Creditors

The $1,400 payment was not taxable income. Because it was structured as a tax credit rather than earnings, it did not increase your adjusted gross income or affect eligibility for other federal benefit programs, and it did not have to be reported as income on your 2021 return or any later return.4Office of the Law Revision Counsel. 26 USC 6428B – 2021 Recovery Rebates to Individuals

When claimed as a credit on a tax return, however, the resulting refund was subject to the Treasury Offset Program. The IRS could reduce that refund to cover past-due federal tax debts, state tax debts, overdue child support, and certain other government obligations. Congress did not exempt the third-round Recovery Rebate Credit from standard offset rules, though it had done so for portions of earlier rounds.12Taxpayer Advocate Service. Private creditor protection was also weaker for this round. The first two rounds included explicit garnishment protections; the American Rescue Plan passed through budget reconciliation, which limited what provisions could be included. Once the funds hit a bank account, creditors with a valid court judgment could potentially seize them. Some states enacted their own protections, but federal law did not shield the third payment from private garnishment the way it had for the earlier rounds.
